Add “Restart Intellisense for Active File” #4293

In the C extension, if Intellisense breaks (which it often does), one can right-click on the editor and click “Restart Intellisense for Active File” to do exactly that. This feature is not present for Java, making the most convenient solution restarting all of VSCode.
