It has become clear that we either need to switch to a static version or publish the package to PyPI. Since being able to reproduce locally does have advantages, this goes with the latter.
This also means that we're deleting the action, which is definitely a breaking change. A quick github search tells me there's only two repositories that use the action:
xarrayandregionmask(and an additional one that's considering it). Given that and the fact that all of them are maintained by either me or @mathause, this should be fine.cc @mathause, @VeckoTheGecko for awareness
